Sam Tunnicliffe 066c489d76 Tighten up permissions on system keyspaces 
* Restrict which permissions can be granted on system keyspaces
* Ensure that GRANT... ON ALL KEYSPACES excludes system keyspaces
* Add system_traces to the always readable set
