Xavier Hanin 12e916f9cc IMPROVEMENT: in Ivy API, let users first locate an Artifact, then download it in a second step. This will be used to fix IVYDE-117, and could also be useful to allow a report only resolve, which does not download any artifact but only locate them (a kind of dry run).
