Add gitlink-maintainer-copilot Skill with Evidence Pack, maintainer governance Playbooks, 30/60/90 governance plan, Governance Issue template, examples, and skill structure tests.

What changed:

  • Add gitlink-maintainer-copilot Skill.
  • Add Evidence Pack, Playbooks, and Governance Issue template references.
  • Add workflow and sample dashboard report examples.
  • Update Skills README and project READMEs to list 13 Skills.
  • Add npm Skill structure/link validation test.

Verification:

  • npm --prefix npm test
  • git diff --check

This Skill helps GitLink maintainers turn repository data into an evidence-backed maintainer dashboard, matched governance playbooks, and a human-approved governance Issue.
