Get ShardedRocks ready for simulation test. (#7679) 
* Disabled tests for ShardedRocks.

Cleaned up ShardedRocks TraceEvent.

Added assertion in ShardManager::validate().

* Added test trace.

* Make sure TraceEvent contains `ShardedRocks`.
