- Added a background actor that listens on METRICS_EMISSION_UDP_PORT for incoming metrics (and verifies they are in the correct format)
- TraceEvent details have certain requirements for naming. This commit makes a seperate name for Counter/LatencySample and its underlying IMetric to avoid
those issues
- Define new IMetric interface
- Rename MetricUpdateBatch to MetricBatch
- Move previous fields of MetricUpdateBatch into a new struct called FDBScope
- Define global MetricCollection class and enMetric enumerate
* flow: add ApiVersion to replace hard coding api version
Instead of hard coding api value, let's rely on feature versions akin to
ProtocolVersion.
* ApiVersion: remove use of -1 for latest and use LATEST_VERSION
Use `clang-tidy -p . $file -checks='-*,modernize-use-override' -header-filter='.*' -fix`
to fix missing overrides, and then use git clang-format to reformat just
those changes. This went pretty well for most files.
Formatting the following files went off the rails, so I'm going to
follow up with a commit that's just clang-tidy and no clang-format.
