Christophe Chevalier 3fc8870ce3 winbuild: fix duplicate definition of Codec<ERestoreState>::pack and unpack in Debug build 
- defined twice in FileBackupAgent.actor.cpp and BackupAgent.actor.h
- only fails when building in Debug ?
