xuxin19 18952b6676 cmake/nuttx_mkversion: quote NUTTX_VERSION_LIST to fix empty variable expansion 
When git tag output is empty, NUTTX_VERSION_LIST is an empty variable.
Without quotes, string(REPLACE) expands to only 3 arguments instead
of the required 4, causing a CMake error.

Add quotes around ${NUTTX_VERSION_LIST} to ensure it is always passed
as an argument even when empty.
