Mark D. Roth 148f59c15a [reorg] move LB policy code to src/core/load_balancing (#35786) 
This new directory combines code from the following locations:
- src/core/ext/filters/client_channel/lb_policy
- src/core/lib/load_balancing

Closes #35786
