We've been trying to upgrade Cmake to 3.13 or later as OSS policy bumped it. But we couldn't as Android has a weird linker error with Cmake 3.18 (you can see the error from https://github.com/grpc/grpc/pull/34331) This PR instead upgrades it to use 3.22 for Android test. gRPC on Android
Note: Building the protobuf dependency for Android requires
https://github.com/protocolbuffers/protobuf/pull/3878. This fix will be in the next
protobuf release, but until then must be manually patched in to
third_party/protobuf to build gRPC for Android.
