Donna Dionne 326a81bf87 Ensuring each action is only generated once in service config, even 
if the same one is referred to multiple times by routes.

Added this test case in existing test case.

Donna Dionne 0ce79a560b Revert a change to XdsTest/ClientLoadReportingWithDropTest 
This test was a bit flaky, but after the change, the msan runs are
failing more often.

Reverting the change while investigating futher
