Implement type safety for TLS (#26942) 
* Implement type safety for TLS

This is mostly free when compiler support is available, but requires
careful templating when implemented using pthread.

Significantly slimmed the tls.h interface; it now only defines the "TLS
keyword" for each supported compiler, delegating enforcement of correct
usage (i.e. must be static) to the compiler itself.

Implemented implicit conversion for the pthread wrapper so it can be
used (mostly) the same as native support. Notable exception to this is
that static_cast<void*> is needed when printing a pointer stored in TLS
as %p.

New iomgr implementation backed by the EventEngine API (#26026) 
This code adds an iomgr implementation that's backed by an EventEngine. This uses the EventEngine API alone, and separate work will introduce an EventEngine prototype to plug into it.

See also drfloob#1: @nicolasnoble has a pull request against this branch, implementing the libuv-based EventEngine. One goal here is to implement the iomgr code such that it can be merged independently without affecting normal builds.

This implementation can be built using bazel build --cxxopt='-DGRPC_USE_EVENT_ENGINE' :all

Some shortcuts are being taken to get a working, testable version of the engine. EventEngines are not pluggable, for example.

Handle gevent exception in gevent poller (#26058) 
* Handle gevent exception in gevent poller

Currently the gevent poller ignores exceptions raised by
`gevent.wait()`, which causes greenlets to be unkilable while waiting.

This change handles exceptions raised while waiting in the gevent
poller, cancels the gRPC call and propagates the error back to the
application.

- Adds a new environment variable for turning on the build of ASM
  for boring SSL.
- Only enables for x86_64 for now.  I think this is likely the most

Replace the signature to allow methods to use the metadata object.
Internally, they'll still wrap the data in a tuple, but the interface
makes it clear that the ``aio.Metadata()`` object is supported.

Remove the ``tuple(<metadata>)`` conversions done in the tests.

This was the last missing arity which did not have support yet for
the interceptors in the client side for the Aio package. This commit
adds specific support for this interceptro which allows the deveveloper
to intercept the request iterator and the response iterator.

Richard Belleville 7adf2f5c65 Implement first pass at Python XDS interop client. 
I discovered a couple of existing shortcomings while implementing this
client that mean this is *not yet ready for inclusion in CI*. I
nonetheless want to get an early review and integrate this to the master
branch, in the interest of small easily reviewable code changes.

The first problem was that the bazel build has apparently never pulled
roots.pem in as a data dependency. This appears not to have been a
problem until XDS enters into the mix. This has been added into the
Bazel build with a small change to the pyx_library rule.

The larger problem is that there is currently no public Python API to
get a peer's identity from the client side. This is crucial to
determining the correctness of an interaction of a client-server pair
under XDS. I intend to add such an method to the RpcContext interface in
an upcoming PR and use it in the interop client. For the moment, I
simply fake the peer details.

Finally, I add a knob to run_xds_tests.py allowing multiple instances of
this test to exist at once. Multiple instances forwarding to the same
port cannot exist on GCE, so this enables multiple people to run tests
at the same time.
