Backports sourcing the test driver install script from master.
This is a backport of #27389, #27462 and #27658:
* Add missing quatation marks.
These were missed when creating the Python virtual env.
* xds-k8s tests: Use test driver from master branch (#27462)
Instead of directly sourcing the test driver provisioning script from the same branch, the script is downloaded (with curl) and sourced from the master branch.
This allows changes made to the test driver to be reflected in all future release branches. A separate PR will backport this change to existing release branches.
All cluster definitions are also moved to the install script, allowing any cluster changes to be done in one place in the master branch.

Using RCD for this platform unifies the Darwin native gem build
process with the Linux native gems, which should help avoid
inconsistencies in packaging that result in issues like the missing

native gem untouched, but provides a path forward if the project ever
decides to drop "universal" binary support.

generation creates header files with unused parameters. So let's modify
the generator to not generate code which will make -Wunused-parameters
unhappy.

For 64 bit numbers printed in gRPC, the string formats assume that you
are running on a 64 bit machine. Use inttypes.h to make it portable.

cost_entry_ptr has no alignment guarentees that ubsan can find. So it
fails the test with an alignment problem. Use memcopy to read the data

3f719fa6b2 Bugfix: offsetting hasbits with 16 introduced a bug in calculating hasmasks. Removing extra <<16 shift in hasmask calculating and masking out the first 16 bits. This makes messages without hasbits work as well.

36662b3735 Refactor some code. I extracted some common code from all message field parsers, to a tail recursive function. Removed the varint jmp table for a simple varint parse loop, that removes the stack frames. Also careful with not losing information in repeated message tag check. When written mindful the checks and loads that happen can be reused for tag dispatch if not the expected tag.

This fixes Bazel selecting the wrong source for `cares` when building
with `--cpu=darwin_arm64` or `--cpu=darwin_arm64e` (it was selecting the
source in the default condition, which is for Linux).
We're having the same patch in Bazel
(1782f0ae75;
it was using an older grpc release). Fixing this here so we can remove
the patch in the next update.
