Remove ubuntu1604 from presubmit.yml (#26587) 
Ubuntu 16.04 is end-of-life, we're going to remove it from Bazel CI.

If you like you can add testing on `ubuntu2004` platform which we also support.

Yannic Bonenberger 1fe8f0352d Add config for Bazel CI 
This PR adds a simple config to test parts of gRPC on Ubuntu 16.04.
We will add more platforms (macOS, Windows, RBE, ...) when the build is
green.
