Richard Belleville 7e7b4fd1a4 Fix breakage when built against protobuf head (#34945)
This PR is required in order to upgrade to the `master` branch version of protobuf. To do this, we upgrade to the latest version of `rules_python` by:

- Adding in explicit dependencies on all PyPi Bazel test dependencies
  - Resolving the circular dependency this creates for `xds-protos` by giving it a Bazel build
    - Generating the Python code for `xds-protos` as part of `generate-projects.sh` since doing so directly in Bazel would be highly fragily, dependent on many other projects' Bazel builds

Esun Kim ac181afa33 [Test] Bumped the timeout of the cpp distrib tests to 60 mins (#35479)
`distribtest.cpp_linux_x64_debian10_aarch64_cross_cmake_aarch64_cross` has been timed out recently about 50% hitting 45 min deadline so let's bump this to 60 mins. (The timeout for windows is bumped as well for consistency)

[Python Test] Increase Python Windows build artifact timeout (#34914)
We're seeing timeout errors in our distribution test:

Sample error:

[Python run_test] Fix run_test (#34292)
We're not running any test at all from `run_test.py` because of the way
we filter test cases:

1d136fd05f/src/python/grpcio_tests/tests/_runner.py (L137)

* `testcase_filter` is read from a json file (like [this
one](https://github.com/grpc/grpc/blob/master/src/python/grpcio_tests/tests/tests.json))
and test name is similar to `unit._metadata_test.MetadataTest`.
* `case.id()` is loaded by `iterate_suite_cases` and will always have a
prefix of `tests`, an example of case id will be:
`tests.unit._metadata_test.MetadataTest`.

Because of the prefix, none of the test case will be matched thus we're
not running any of the tests.

This PR fixes the prefix issue and all the regressions comes from not
running tests using `run_test.py`.

#### Other Changes
* Added couple of `__init__.py` file since it's required to load tests.
* Added `py_status_code` to Aio rpc state.
* `code()` is expecting to return a python gRPC code but current
`status_code` is a Cython code.
* Added `libsqlite3-dev` to our dockers because it's required for
`coverage==7.2.0`.
* Renamed csds and admin test because test case file have to end with
`_test`:

* Removed gevent test from `run_test.py` because Bazel gevent tests
should be good enough for us.

Added a separate distribtests for gRPC C++ DLL build on Windows. This
DLL build is a community support so it should be independently run from
the existing Windows distribtests. Actual DLL test will be added.

[bazelify tests] make grpc_distribtests_standalone and grpc_bazel_distribtest presubmit jobs a noop (#34391)
Since many tests now run reliably as bazelified tests on RBE, we can
remove them from presubmit runs
to speedup testing of PRs.
(for now, these jobs will still run on master, they can be removed from
master as a followup).

- linux/grpc_distribtests_standalone is now fully covered by bazel test
suite
a3b4c797a7/tools/bazelify_tests/test/BUILD (L202),
setting them to `presubmit=False` will stop tests from running on PRs.

- stop running tests from grpc_bazel_distribtest on PR, instead rely on
bazel distribtests running as bazelified tests.

### Why

* We're pulling readme_renderer 42.0 from twine, since 42.0 requires nh3
and nh3 requires Rust, the test is failing.

### Fix

* Pinged readme_renderer to `<40.0` since any version higher or equal to
40.0 requires Python 3.8.

[Python 3.12] Deprecate distutil (#34186)
### Background

* `distutils` is deprecated with removal planned for Python 3.12
([pep-0632](https://peps.python.org/pep-0632/)), thus we're trying to
replace all distutils usage with setuptools.
* Please note that user still have access to `distutils` if setuptools
is installed and `SETUPTOOLS_USE_DISTUTILS` is set to `local` (The
default in setuptools, more details can be found [in this
discussion](https://github.com/pypa/setuptools/issues/2806#issuecomment-1193336591)).

### How we decide the replacement

* We're following setuptools [Porting from Distutils
guide](https://setuptools.pypa.io/en/latest/deprecated/distutils-legacy.html#porting-from-distutils)
when deciding the replacement.

#### Replacement not mentioned in the guide

* Replaced `distutils.utils.get_platform()` with
`sysconfig.get_platform()`.
* Based on the [answer
here](https://stackoverflow.com/questions/71664875/what-is-the-replacement-for-distutils-util-get-platform),
and also checked the document that `sysconfig.get_platform()` is good
enough for our use cases.
* Replaced `DistutilsOptionError` with `OptionError`.
* `setuptools.error` is exporting it as `OptionError` [in the
code](https://github.com/pypa/setuptools/blob/v59.6.0/setuptools/errors.py).
* Upgrade `setuptools` in `test_packages.sh` and changed the version
ping to `59.6.0` in `build_artifact_python.bat`.
* `distutils.errors.*` is not fully re-exported until `59.0.0` (See
[this issue](https://github.com/pypa/setuptools/issues/2698) for more
details).

### Changes not included in this PR

* We're patching some compiler related functions provided by distutils
in our code
([example](ee4efc31c1/src/python/grpcio/_spawn_patch.py (L30))),
but since `setuptools` doesn't have similar interface (See [this issue
for more details](https://github.com/pypa/setuptools/issues/2806)), we
don't have a clear path to replace them yet.

[boringssl] Simplify BoringSSL assembly build (#33700)
~~NB: I haven't tested this at all and am hoping the CI will tell me
where I've (undoubtedly) messed something up.~~ Edit: looks like CI is
now clear!

BoringSSL's gas-compatible assembly files, like its C files, are now
wrapped with preprocessor ifdefs to capture which platforms each file
should be enabled on. This means that, provided the platform can process
.S files it all (i.e. not Windows), we no longer need to detect the
exact CPU architecture in the build.

Switch gRPC's build to take advantage of this. I've retained
BUILD_OVERRIDE_BORING_SSL_ASM_PLATFORM, on the off chance anyone is
using it to cross-compile between Windows and non-Windows, though I
doubt that works particularly well.

As part of this, restore assembly optimizations in a few places where
they were seemingly disabled for issues relating to this:

- https://github.com/grpc/grpc/pull/31747 had to disable the assembly,
because at the time assembly required the library be built differently
for each architecture and then stitched back together. This should now
work.

- tools/run_tests/run_tests.py disabled x86 assembly due to some issues
with CMAKE_SYSTEM_PROCESSOR in a Docker image. This too should now be
moot.

[packaging] Publish xds-protos as part of the standard package pipeline (#33797)
This PR:

- Fixes the xds-protos Python package, which was broken when the `udpa`
submodule was removed
  - This required re-adding the protoc-gen-validate submodule
- Adds non-Bazel tests for xds-protos and all of its dependent packages
- Versions xds-protos the same way as the rest of the Python packages
- Fixes Python 3.11 support in `run_tests.py`, which is necessary for
the testing mentioned above


CC @sergiitk You won't be able to consume this in the interop tests
until it makes it into a release. I'm thinking I'll want to backport
this to the 1.57.x branch to make that happen faster.

CC @drfloob to inform him about the likely backport.

install speed and avoid building environment issues at customer side.

[Python] Migrate from yapf to black (#33138)
- Switched  from yapf to black
- Reconfigure isort for black
- Resolve black/pylint idiosyncrasies 

Note: I used `--experimental-string-processing` because black was
producing "implicit string concatenation", similar to what described
here: https://github.com/psf/black/issues/1837. While currently this
feature is experimental, it will be enabled by default:
https://github.com/psf/black/issues/2188. After running black with the
new string processing so that the generated code merges these `"hello" "
world"` strings concatenations, then I removed
`--experimental-string-processing` for stability, and regenerated the
code again.

To the reviewer: don't even try to open "Files Changed" tab 😄 It's
better to review commit-by-commit, and ignore `run black and isort`.

increase timeout for windows C++ distribtests (#32669)
After switching to grpc-win2019 kokoro image, the windows C++
distribtest got slightly slower (from about ~1500sec to ~1650sec), which
got us too close to the 1800sec time limit and thus we've seen the
windows distribtests occasionally time out.

I'd still like to look into speeding up the distribtests, but for now we
don't want frequest test timeouts in the CI.

Ensure compatibility with the new custom kokoro win2019 image (#32649)
Fix incompatibilities identified when running adhoc runs on the new
custom win2019 image.
After merging this, it should be possible to switch to the new image
without breaking any tests.

- for most fixes I added a comment that explains why they're necessary.
- the new image won't have VS2015 installed, so I'm switching the protoc
artifact build to VS2017

This PR will need to be backported to older release branches to ensure
the windows tests continue working on those branches as well (IMHO I
haven't made any changes that would be difficult to backport and I tried
to keeps the diff as small as possible to avoid issues when
backporting).

After we switch to the new image (and all the windows tests are green),
we can incrementally move the builds that are still using VS2017 to
VS2019.

* remove remains of grpc_csharp_ext artifact build completely

* add back part of C# distribtests

* redirect C# linux distribtests

* comment out some distribtests

* switch updateversion to Grpc.tools

- Pass-in CPPFLAG "GPR_WINDOWS_UCRT" to pickup correct shared object file.
- Rename intermediate legacy SO file from 'grpc_c.64.ruby' to 'grpc_c.64-msvcrt.ruby' for clarity.
- Add artifact target for Ruby x64-mingw-ucrt
