I *believe* the test is wrong, based on the .proto description of the
LoadReporter.
The protocol described in src/proto/grpc/lb/v1/load_reporter.proto has
the ReportLoad rpc returns a stream of LoadReportResponse, which itself
has a repeated field of Load messages. The comment before it states:
"It is not strictly necessary to aggregate all entries into one entry
per <tag, user_id> tuple, although it is preferred to do so."
Debugging the issue shows we are in fact properly getting all 3 expected
load report types, just in two separate messages instead of a single
one.
This new test codepath will coalesce the load report responses, and also
addresses the fact the original test wasn't verifying that we were
getting the 3 expected types.

It used to be that we could run the hpack deserializer into an arbitrary
sink - that's about to change and the hpack deserializer will buffer
directly into a map. That being the case, it's really hard to compare
performance of the current and the new system. With this PR, I'm
updating the relevant scenario to be more similar to the eventual
scenario that we plan, so that as the new work finishes up, we can get a
clearer idea of what changes we're really making.
* Make generated code compile with -Wunused-parameters
-Wunused-parameters is turned on by -Werror -Wextra. gRPC code
generation creates header files with unused parameters. So let's modify
the generator to not generate code which will make -Wunused-parameters
unhappy.

Fix unsigned vs signed comparison warnings.
For 64 bit numbers printed in gRPC, the string formats assume that you
are running on a 64 bit machine. Use inttypes.h to make it portable.

If we continue to call `Write()` after `WriteLast()` (because client is still sending us data and thus `Read()` returns `true`), the buffer might become invalid and results in assertion failures.
This temporarily unblocks a related gtest upgrade. The ultimate goal is
to upgraade our gtest dependencies, but I don't have the cycles to
manage a potentially messy migration until at least next week. This PR
is coordinated with an internal change.

This is mostly free when compiler support is available, but requires
careful templating when implemented using pthread.
Significantly slimmed the tls.h interface; it now only defines the "TLS
keyword" for each supported compiler, delegating enforcement of correct
usage (i.e. must be static) to the compiler itself.
Implemented implicit conversion for the pthread wrapper so it can be
used (mostly) the same as native support. Notable exception to this is
that static_cast<void*> is needed when printing a pointer stored in TLS
as %p.

This exposes a bug in clang, reported upstream as
https://bugs.llvm.org/show_bug.cgi?id=51368.
The clang bug is mitigated using a fake scoped lock; that allows the
current code to compile while also serving as a change detector to
prevent it from going stale; if the compiler bug is fixed, the compiler
will see an overlapping locking requirement, and reject this code, which
will prompt a human being to remove this workaround.
It is not possible for such a function to be implemented in a way that
is understood by annotalysis. Mark it deprecated and replace instances
of its use with direct mutex/condvar usage.

This is a fairly low effort migration of the current codebase into a C++ class, instead of free standing C code.
It builds upon #26657 as a necessary first step.
I've tried to minimize any changes to semantics or logic in this change, except where required to get a minimal amount of encapsulation - which is the major aim of this change.
A future change in this series will buffer slices until all HPACK headers are in memory for a stream prior to decoding -- it's important to have an encapsulated API to the parser before doing so however (hence this CL).
The next change after that will be an almost complete rewrite of the parsing functionality -- since we'll have the total set of header bytes, we'll no longer need to support suspending decoding at arbitrary points. This will allow us to move to a simple recursive descent parser, eliminate a bunch of indirection in this code, and end up in a much more malleable place for when we start doing metadata API changes.

This code adds an iomgr implementation that's backed by an EventEngine. This uses the EventEngine API alone, and separate work will introduce an EventEngine prototype to plug into it.

* xds_end2end_test: avoid flakes from lingering shutdown from previous test
The urgent argument is a platform-specific flag that leaked into the (ideally) platform-independent HTTP/2 transport layer. In an effort to clean up the cross-platform API surface, it would be helpful if we can remove this argument from the TCP Read api without losing the performance optimization that was introduced along with it (see #18240).
Interop reported an error for a present match and it is discovered this
case is missing from unit test. We have test for present (false) and we
have special case test but we don't have the normal present (true) test.

Note if header has value, we will go into the swtich but there is no case
XdsApi::Route::Matchers::HeaderMatcher::HeaderMatcherType::PRESENT,
which means we would have gone into default and decleared not a match.
The same day this bug was discovered by interop test, https://github.com/grpc/grpc/pull/25122
was submitted and the refactoring fixed the bug.
Nevertheless, I added the test case for the future.
was not the correct fix and caused window test issues.
The correct fix is to ensure the test uses the same time apis as the
product code: grp_get_cycle_counter (which is platform dependent) to get
current time.

Google's internal version of the gRPC codebase uses a version of
protobuf with a different namespace and include paths. This commit makes
parse_json.cc rely on config_protobuf.h for protobuf types so that it
will work properly in that environment. I also replaced a call to
Status::error_code() with a call to Status::code() instead. This way the
code will work with absl::Status, which has a somewhat different API
compared to google::protobuf::util::Status.
Code used absl::string_view to point into FLAG_xxx, when we changed
to uses absl::GetFlag, absl::string_view is pointing into temp variables
which results in undefined behaviour for the flags.
This replaces gflags. Added TODOs where use of `absl::Duration` or `absl::FlagSaver` might be preferred in follow-up cleanup. Fixes#24493.

Should prevent flakes in InitialUnavailable tests
Note: test had to be modified to reproduce more easily, will monitor the
test after this fix to ensure problem does not appear again.
It is observed that ADS is shutdown, but it's possible that
a request still comes in.
This request should not update the ADS resource_type_response_state_ as
they were cleared by the shutdown.
This fix ensures this.
logic are moved from policies to XdsConfigSelector:
1. Cluster update test: we never had a test that explicitly updated
clusters multiple times.
2. A cluster update test that includes long running RPCs, in particular,
RPCs not yet committed.
