Background: #32715 may have broken the CI for observability interop
testing. The client seems to be taking too long to finish. More info at

1. Make channel creation lazy. This allows test cases to update the
configuration before the connection is made.
2. Pass load reports tracker when creating the policy. This way other
test cases do not see any changes to ChannelArguments.
Using grpc_core::CoreConfiguration::RunWithSpecialConfiguration was
considered but did not work as it removes other builders setup prior to
starting the test cases.

This PR enables GCP Observability testing for C++.
This re-uses the existing interop test client and server and adds an
`--enable_observability=true` flag.
This also adds a `Dockerfile` and `run.sh` script to allow the test
framework to execute the test.

only fully-qualify namespaces when in a `using` statement, or when it's
otherwise required for compilation. In all other cases, the general
recommendation is to not fully-qualify.
This change fixes most `grpc.*` namespace uses. There are potential
challenges in trying to make blanket changes to non-gRPC namespace uses,
such as `::testing`, since there is also a `grpc::testing` namespace.

Fixing a bug in cpp xds interop client after the use of absl::GetFlag
...
Code used absl::string_view to point into FLAG_xxx, when we changed
to uses absl::GetFlag, absl::string_view is pointing into temp variables
which results in undefined behaviour for the flags.
