* add v1.43.0 and v1.44.0 releases, fix C#

* fix problem introduced by #28124

* regenerate testcases for csharp*__master

* fixup C# 1.42.0 interop matrix

* python interop image build is broken at 1.43.0

* fix python testcases for 1.44.0
