Don't require_relative for an absolute path

Ruby's `require_relative` method currently converts paths to absolute
paths. This idiosyncrasy means that the implementation of the require
for the distributed shared library works, however the semantics do not
mesh with the semantics of `require_relative`.
This is an issue when you redefine `require_relative` and follow the
semantics of the method, as [derailed_benchmarks does][1]. This means
that any project that uses `grpc` also cannot use that project (which
I will also be patching).
In the event that a new version of Ruby follows the semantics of the
method (whether or not that is likely), this will break as well.
By switching to `require` here instead of `require_relative`, we
maintain the functionality but do not use a semantically incompatible
method to do so.

grpc_byte_buffer_reader_next() copies and references the slice. This
is not always necessary since the caller will not use the slice
after destroying the byte buffer.
A prominent example is the protobuf parser, which
calls grpc_byte_buffer_reader_next() and immediately unrefs the slice
after the call. This ref() and unref() calls can be very expensive
in the hot path.
This commit introduces grpc_byte_buffer_reader_peek() which
essentialy return a pointer to the slice in the buffer, i.e.,
no copies, and no refs.
QPS of 1MiB 1 Channel callback benchmark increases by 5%.
More importantly insructions per cycle is increased by 10%.
Also add tests and benchmarks for byte_buffer_reader_peek()

While compilation flag overrides for the Ruby native extension are
currently functional, specifying an alternate compiler is not, as the
Rbconfig values for key toolchain binaries are hardcoded at compile time
of the Ruby interpreter. This patch allows them to be overrridden on
the command line via standard environment variables, defaulting to the
Rbconfig values only if unspecified by the user.

This commit switches `method(...).call` to `send`. The call sites I
changed were all immediately calling `call` on the method object, then
throwing the method object away. Using `send` should be equivalent and
will not allocate the intermediate `method` object.

Updates the ruby generator RubyAsType to correctly account for underscores in packages
...
Prior to this change, when the ruby generator tried to reference an entity that was not part of the same package
(or a direct parent package) and the package contains underscores,
the result would simply uppercase the first character.
It should however uppercase each letter that proceeds an underscore and remove underscores.
i.e.
```
package my_package.service;
import "my_package/data.proto";
service MyService {
rpc Test (data.Request) returns data.Response {}
}
```
Was
```ruby
# ...
rpc :Test, My_package::Data::REquest, My_package::Data::Response
# ...
```
Should be:
```ruby
# ...
rpc :Test, MyPackage::Data::REquest, My_package::Data::Response
# ...
```

Enable checking for the string format issues because:
1) Fedora and Ubuntu have format checking generating errors as mandatory for the ruby gem builds.
If "-Wno-format" is hardcoded here it will collide and fail with the in-build option of -Werror=format-security passed to the make.
2) There was one potential format vulnerability found in rb_compression_options.c
