Limit the gem native build resources
...
When building the native extension make -j can absorb all available
resources on a system. Implement "reasonable" limits on the number
of compiling jobs when the number of processors can be detected and
use a conservative count when ruby version does not provide detection.

The existing implementation was causing segmentation fault because
src/ruby/ext/grpc/rb_call.c:358 was trying to convert any value type other than
Array to String. The Array type is handled in first `if`. This change will cause
the Ruby code that sends non-string values to fail with a better message:
`ArgumentError: Header values must be of type string or array`

We suffered a bug whereby doing a follow-up write to another write could
resurrect a deleted stream, causing all sorts of crash.
Fix: when a stream becomes writable (vs when we start writing) take a
ref on the stream, and only relinquish it once we're done writing.

Fixes a multithreading bug in the ruby rpc_server

This fixes the current ruby server interop test flakiness.
- The interop tests recently changed so that clients access servers in
parallel, meaning that the interop servers handle multiple rpcs at once,
which is how this bug became visible
- since this change, tests run against the ruby interop server have
failed sporadically
- the problem was that the block in #loop_handle_server_calls that is
passed to the thread pool referenced a var in an enclosing block,
which resulted in requests being processed by the wrong handler
- this fix ensures that the block to be run on the thread pool thread
does not have any references to vars in the enclosing block

Updates server shutdown handling
...
- ensures that servers cancels calls after the shutdown timeout
- uses an infinite timeout when request server calls
This two changes fix the issue where the server segfaults on shutdown.

- Removing service_accounts credentials. These credentials just have
drawbacks compared to service_account_jwt_access credentials, notably
in terms for security.
- Renaming Google specific credentials with a Google prefix for C and
C++. This should be done as well for wrapped languages.

- resolves bidi_call client's failure to return an exception on bad
status by swapping the wait for status to the read thread
* this also improves the cancel_after_first_response test

simply push the value reported from the server down onto clients.

The C core uses completion_queue_next as a directive that progress should be made on requests bound to that cq.
If nobody is polling for completion, then a deadlock can occur (client needs to do work, but we're blocked waiting for the server).
There is no scope for this to occur using the idiomatic layers (as far as I can tell), but these low level tests need to be massaged.

Remove usage of xray
...
- xray was useful during dev testing but is neither a dev or runtime dep
- its presence causes issues for libraries that handle signals themselves
Also
- updates grpc.gemspec with requirements
