DynamicFilter refactoring and optimization:

1. Removed the filter type saved in state-store
2. Refactored DynamicFilterService logic
3. Fixed extract expression symbol in DynamicFilterService with CAST expressions
4. Reduced synchronization scope in LocalDynamicFilterCollector methods to reduce blocking time
5. Added getOrCreateStateCollection in StateStore
6. Moved DynamicFilter classes back to spi
