ci: 更新 CI 配置支持 Go 1.26.1 和建木流水线

- Gitea Actions: 更新 Go 版本为 1.26.1 以匹配 go.mod
- 建木流水线: 新增 .devops/ci.yml，push 到 jtx_branch 自动触发
