feat(skills): add gitlink-release-notes (Release Notes 生成 Skill)
新增 Agent Skill：根据 commit 与 PR 记录生成结构化版本发布说明。 - 输入：仓库 owner/repo + 版本范围 - 输出：按 Feature/Bugfix/Breaking/Docs 分类的结构化 Release Notes（Markdown） - 串联 gitlink-cli 的 release/pr/commit 相关命令，由 Agent 编排 属于子任务二「Release Notes 生成」场景。遵循 skills 规范（SKILL.md），兼容 Claude Code 等 Agent 平台。 来源：GitLink 大赛 2026 子赛题二。

## 功能概述

根据仓库的 PR 记录，自动生成结构化的 Release Notes：
|
||||
|
||||
1. **获取版本信息** — 查看已有 Release 确定版本号
|
||||
2. **收集 PR 变更** — 获取合并的 PR 记录
|
||||
3. **自动分类** — 将变更归类为 Feature/BugFix/Refactor/Docs
|
||||
4. **生成发布说明** — 按标准模板输出 Release Notes

- ⚠️ **GitLink Release 功能使用率低**，`release +list` 可能返回空
