Cao Ying a3641e25f9 [Feat][Manifest] enforce torch_compile_fullgraph declarations with always-on gate (#1752) ... ## Summary Part of #1748 (step 3/3, final). - One equality test: manifest `torch_compile_fullgraph` declarations == registered compile-test evidence.
